DEPARTMENTAL SUMMARY:

St. Charles Medical Group encompasses practices in three Central Oregon counties and numerous specialties including family care, internal medicine, obstetrics and gynecology, pediatrics, immediate/urgent care, cardiology, pulmonology, rheumatology, general surgery, cancer care, and sleep medicine.  We encourage collaboration between clinical and non-clinical staff to assure we are providing our community with comprehensive and compassionate health care.

POSITION OVERVIEW:

The Clinical Operations Supervisor III (RN) provides orientation, education and operational oversite for back office operations.  

This position supervises assigned Caregivers (CMAs and LPNs).

ESSENTIAL FUNCTIONS AND DUTIES:

Responsible for the day-to-day operations of the clinic including development and administration of policies and procedures, regulatory compliance, documentation, collections, billing, material management, day-to-day staffing, and staff development.

Oversee all aspects of clinic operations, in conjunction with organizational policies and procedures, and regulatory requirements, maintaining a friendly, professional, patient oriented environment.

Delegates tasks and projects to clinical staff. Maintains accountability.

Supports the Clinical Manager’s development and implementation of clinic work plans to comply with organizational and clinic goals. Implements clinic business and operational policies and procedures within St. Charles Health System administrative guidelines.

Maintains and demonstrates an in-depth knowledge of ambulatory patient care principles, practices, standards, and techniques and applies this knowledge in accordance with St. Charles Health System policies and procedures and within laws and regulations governing nursing practice in the State of Oregon.

Demonstrates advanced knowledge and analysis of the clinical staff scope of practice. Maintains/builds clinical skills and expertise by staying current in developments and knowledge of practice area; promotes and develops in others excellence in clinical practice.

Promotes a patient-centered environment by clarifying, integrating, and coordinating the roles of the medical assistant with other members of the care team.

As necessary, performs clinical duties in the health maintenance of patients (e.g. triage, emergency relief, etc.) 

Oversees the Clinic’s Vaccine program by maintaining inventory that meets demand and minimizes waste. Proficient with Alert IIS reporting, policy and procedures; supports continuing MA education and quality control related to all vaccine policies and procedures; oversees maintenance of vaccine storage equipment and temperature control.

Participates in budget planning and maintains clinical operations within budget by managing staffing, medical supply inventory, caregiver workflows and productivity.

Oversees medical equipment and supplies in the St. Charles Health System clinic. Interfaces with facility services department regarding building issues.

Conducts and/or schedules training for staff regarding safety, security, department procedures and service guidelines.

Conducts full complement of supervisory duties including, but not limited to, hiring, coaching, mentoring, caregiver development, and performance evaluations. Collaborates with the manager and human resources in the corrective action process as appropriate.

Maintains adequate staffing levels for clinic size and practice type, coordinates coverage during staffing absences as necessary. Complies with all St. Charles Health System Human Resource policies and procedures.

Provides leadership, direction, training, and guidance to clinic staff for which she/he is responsible. Assists staff in defining their continuing educational needs.

Promotes teamwork as a means of improving communication, issue identification, and problem solving.

Supports and fosters an environment of continuous improvement through management principles and engages with improvement efforts in the clinic and within the medical group.  

Demonstrates, promotes and maintains focus on patient-centered care, and demonstrates the importance of the organization mission, vision, and values.

Ability to formulate, initiate, institute, and supervise sound human resource, business and operational practices.

Serves as formal contact for patient complaints. Resolves patient questions and issues that require supervisor support.

Ensures that financial and operational goals are achieved and develops reports on variances. Has a comprehensive understanding of all components of the billing function. Excellent financial management skills, focusing on budget development, expense management and variance reporting.

Considers new lines of business and revenue, and coordinates development with St. Charles Health System administration.

Assists new provider in setting up his/her practice. Works with St. Charles Health System administration to develop marketing plan for new providers. 

Assists Director of Clinic Operations with the implementation of marketing and strategic planning for the clinic and any other duties related to the successful management of the practice. 

Responsible for A/P invoice processing and purchasing oversight.

Maintains current knowledge of St. Charles Health System computerized Practice Management and EMR systems, and network functions. Has clear understanding of the use of CPT and ICD-9/10 codes. 

Provide oversight to the coding, charge and payment capture in the St. Charles Health System computer system. Assist with implementation of St. Charles Health System billing policies. Provides coding, charge, and payment input into computer system when necessary. 

Establishes and maintains effective relationships and communication channels with physician and caregivers, through regular meetings and both written and verbal communications. Facilitates and/or coordinates clinic staff meetings. 

Participates in organizational committees and meetings, sometimes held off-site.

Meets with medical staff clinic leader on a regular basis to identify issues and problem solve.

Creates, inspires and implements a department culture and leadership that embraces St. Charles Health System vision. Coaches and leads staff to achieve and exceed the standards required to accomplish this. Continually evaluates and adjusts the steps necessary to meet this vision and motivate staff to achieve this in their daily work.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

  

Conducts all activities with the highest standards of professionalism and confidentiality. Complies with all applicable laws, regulations, policies and procedures, supporting the health system’s corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violations of applicable rules, and cooperating fully with company policies and proceedings.

Delivers customer service and/or patient care in a manner that promotes goodwill, is timely, efficient and accurate.

May perform additional duties of similar complexity within the organization, as required or assigned.

EDUCATION

Required: Licensed Registered Nurse (RN). Applicants must graduate from a state-approved nursing program with a practical nursing certificate, diploma, or an associate, baccalaureate or master´s degree in nursing.

LICENSURE/CERTIFICATION/REGISTRATION

Required: Current Oregon RN license. CPR/BLS. Valid Oregon driver’s license and ability to meet SCHS driving requirements. Ability to travel to business functions/trainings/meetings and all St. Charles Health System worksites.

EXPERIENCE

Required: Three (3) years nursing experience in a healthcare setting OR five (5) years relevant, licensed clinical experience in addition to current RN license and at least one (1) year of nursing experience.

Preferred: Five (5) years nursing experience in a healthcare setting. Primary Care experience. Previous leadership experience.

PERSONAL PROTECTIVE EQUIPMENT

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

PHYSICAL REQUIREMENTS:
